Pamela K. Oto, Advisor to the Secretary
Biography
Pamela Oto was appointed by Governor Arnold Schwarzenegger to serve as Advisor to the Secretary for Environmental Protection. In this position, Pamela provides consultation on various Cal/EPA issues, manages special personnel and policy projects, formulates and recommends policies and procedures, and supervises support staff.
Pamela Oto has dedicated nearly 30 years to State service. Beginning as a legislative assistant to Assemblymembers Marilyn Ryan, Robert Frazee, and Dominic Cortese. In addition, she served three years as committee assistant to Senator Jim Costa’s Committee on Agriculture and Water.
In 2000, Pamela was appointed by Governor Davis to serve as deputy legislative secretary where she oversaw the processing of every bill sent to the Governor for consideration.
Pamela also served in the Schwarzenegger Administration as deputy legislative secretary, acting as chief liaison for the Secretary of the Senate, Assembly Chief Clerk and the Secretary of State for all legislative issues.
Most recently, Pamela served as deputy legislative director for State Controller John Chiang.
Pamela is a certified AFAA Group Exercise and Pilates Instructor and has taught spin, yoga and pilates classes for years.
