Penal Code 14300-- Environmental Enforcement and Training
These grants are awarded once a year. The total amount varies annually.
The California Environmental Protection Agency (Cal/EPA) has established the Environmental Enforcement and Training Grant Program as authorized by Penal Code sections 14300 et seq. and Title 27, Section 10014 of the California Code of Regulations. This program provides a non-general fund source of financial assistance for environmental enforcement, education and training to enhance statewide enforcement of environmental laws. Funding sources include donations from environmental enforcement settlements that provide for contribution to the fund.
Grant Award: The amount varies every year according to how much money has been contributed to the account. The amounts distributed include: $140,605 in 2003; $837,965 in 2004; $1,018,061 in 2005; $654,081 in 2006.
The Penal Code provides that funds in this account are distributed:
- 25% to the Environmental Circuit Prosecutors Project
- 25% to the California District Attorneys Association for environmental enforcement training
- 25% to the California Commission on Peace Officers Standards & Training for environmental enforcement training
- 25% to Cal/EPA for discretionary grants for environmental enforcement and training
Who May Apply: Grants may be awarded to public agencies or private nonprofit organizations for enforcement and training projects designed for peace officers, firefighters, investigators, state and local environmental regulators, and public prosecutors.
Local environmental regulators may request local assistance grants to assist in the enforcement of environmental laws, based upon a showing of substantial need and a lack of other available funding sources.
