August 2004 Draft Action Plan

Cal/EPA released the August 2004 Draft EJ Action Plan on August 13, 2004, for a 30-day public period.

May 2004 Draft EJ Action Plan

Cal/EPA released a draft working document on May 21, 2004, and conducted a public workshop on June 28, 2004, to solicit comments for the Draft EJ Action Plan.


2004-2005 Meetings

November 15, 2005: CEJAC held an all day public meeting to discuss Committee By-laws and cumulative impacts; tour South Coast Air Quality Management District’s (SCAQMD) fueling station; and hear and make recommendations regarding Hydrogen Highway efforts being pursued at Cal/EPA. The meeting was held at the South Coast Air Quality Management District.

October 25, 2005: The IWG held a public meeting to consider recommendations from the CEJAC and discuss written updates regarding activities within the October 2004 EJ Action Plan. The IWG directed OEHHA to constitute a technical review panel with DTSC, other relevant governmental agencies, and community representation to review information related to the site clean-up.

October 6, 2005: The CEJAC held an all day public meeting to hear and make recommendations regarding activities pursued at Cal/EPA to accomplish objectives and activities within the October 2004 EJ Action Plan.

June 2 & 3, 2005: CEJAC held a 2-day public meeting to hear, discuss, comment, and make recommendations on the remaining SWRCB EJ Action Plan pilot projects and draft public participation document; discuss the role of the CEJAC; hear updates on cumulative impacts and precautionary approach efforts, the Midway Village Site, and the ARB Air Quality Landuse Handbook.

April 5, 2005: The Cal/EPA Environmental Justice Advisory Committee (CEJAC) held an all-day public meeting to receive public input, discuss, comment, and make recommendations to the Cal/EPA Boards, Departments, and Office (BDOs) regarding the ARB, DTSC, and DPR EJ Action Plan pilot projects. The CEJAC heard testimony from the public and discussed EJ goals to recommend to the IWG in the implementation of the pilot projects.

February 16, 2005: The Cal/EPA Interagency Working Group on Environmental Justice (IWG) held an all-day public meeting to consider and take action on staff recommendations for Phase 1 activities in the EJ Action Plan. At the meeting, the IWG received public testimony from the public and recommendations from the Cal/EPA EJ Advisory Committee (CEJAC), particularly regarding the proposed working definitions for ‘multi-media cumulative impacts’ and ‘precautionary approach’. After consideration and discussion, the IWG used the Advisory Committee’s recommended working definitions as the basis for the working definitions the IWG finalized and approved for use in the pilot projects. The IWG also approved all six proposed pilot projects with consideration of comments from the CEJAC for Phase 2 implementation.

February 15, 2005: Members of the CEJAC met to receive public input and discuss staff recommendations to the IWG for Phase 1 activities in the EJ Action Plan. At the all-day CEJAC meeting, the CEJAC heard public testimony and developed working definitions for the proposed EJ Action Plan pilot projects to recommend to the IWG on 2/16/2005, the following day.

February 4, 2005: Cal/EPA releases revised staff recommendations for Phase 1 activities in the EJ Action Plan, responses to comments, draft agenda for the CEJAC meeting on February 15, 2005, and draft agenda for the IWG meeting on February 16, 2005. All documents are available on the Phase 1 page.

January 14, 2005: Cal/EPA releases DRAFT staff recommendations for Phase 1 activities in the EJ Action Plan. The recommendations include: an intra-agency public participation policy; 6 pilot project proposals; and working definitions for "cumulative impacts" and "precautionary approach" for use in the pilot projects. Any significant revisions of the staff recommendations, or additional information or clarification, will be available at least ten days before February 15, 2005.

January 7, 2005: Public comments received by Cal/EPA on Phase 1 activities in the EJ Action Plan are posted to the EJ website.

December 17, 2004: This is the new extended deadline for providing public comment to Cal/EPA on Phase 1 activities in the EJ Action Plan.

December 3, 2004: Air Resources Board (ARB) staff is holding a follow-up meeting on the ARB’s Southern California EJ Pilot Project from 4:30 p.m. to 6 p.m. at the Hawthorne Senior Center, 3901 El Segundo Boulevard in Hawthorne. December 1, 2004: Cal/EPA announces appointments to the Advisory Committee on Environmental Justice.

November 23, 2004: Department of Pesticide Regulation (DPR) Director announces a new start to the environmental justice strategic planning process and releases “Community Perspectives on How DPR’s Regulatory Program Should Be Improved to Address Gaps That Impede Achievement of Environmental Justice” (.pdf format, 150 KB) - a summary of programmatic gaps identified by persons attending DPR's EJ dialogue sessions held earlier in 2004.

November 18, 2004: California Integrated Waste Management Board starts the removal and cleanup of the La Montaņa illegal disposal site.

November 16, 2004: DPR staff announces availability of pesticide use maps, indicating relative use of 43 targeted pesticides in the San Joaquin Valley in 2002. Each map displays the amount of pounds applied in a township (6-by-6 mile area) for an individual pesticide. The pesticides included are candidates for DPR's ambient air monitoring pilot project as part of Cal/EPA's EJ Action Plan.
