EJ Action Plan: Phase 2
Cal/EPA's Boards, Departments and Office (BDOs) are implementing an
EJ
Action Plan (.pdf format) to:
- Develop guidance on precautionary approaches;
- Develop guidance on cumulative impacts analysis;
- Improve tools for public participation and community capacity building; and
- Ensure EJ considerations within the Governor’s Environmental Action Plan.
These priorities will provide the foundation for Cal/EPA's EJ Program, establishing the framework for integrating key environmental justice concepts into our regulatory functions. Additional background information is available on the Action Plan page.
Cal/EPA BDOs are presently conducting Phase 2 activities in the EJ Action Plan. These activities include:
- Establish Local Advisory Groups (LAGs)
- Collect environmental emissions/discharge, exposure, and health-risk data, and identify data gaps for pilot projects
- Inventory current precautionary approaches and identify obstacles
- Inventory current science-based cumulative impact studies, protocols, and tools, and determine where gaps exist in current methodologies
- Develop common public participation guidelines

April 16, 2007: The Cal/EPA Environmental Justice Advisory Committee (CEJAC) will hold a public meeting at the Cal/EPA Headquarters Building (in Sacramento, California) to receive an update on some of the ongoing EJ projects (as per the EJ Action Plan).

October 13, 2006: The Cal/EPA Environmental Justice Advisory Committee (CEJAC) held a public meeting at the Cal/EPA Headquarters Building (in Sacramento, California) to receive an update on some of the ongoing EJ projects (as per the EJ Action Plan). The CEJAC discussed the recently completed OEHHA report, "Review of the 2001 Investigation and Cleanup of the Midway Village Residential Complex in Daly City, California".
September 11, 2006: The Cal/EPA Environmental Justice Interagency Working Group (IWG) held a public meeting to receive an update on ongoing EJ projects (as per the EJ Action Plan) . The IWG also discussed the recently completed OEHHA report, “Review of the 2001 Investigation and Cleanup of the Midway Village Residential Complex in Daly City, California”. The report document will be updated based on new information about OEHHA's evaluation of the 2002 indoor air study discussed at the IWG meeting. The updated report will be made available by October 1, 2006..
November 15, 2005: The CEJAC will hold an all day public meeting to discuss Committee By-laws and cumulative impacts; tour South Coast Air Quality Management District’s (SCAQMD) fueling station; and hear and make recommendations regarding Hydrogen Highway efforts being pursued at Cal/EPA. The CEJAC Meeting is scheduled from 9:00 am to 4:30 pm. The meeting will be held in the Conference Room GB at SCAQMD, located at 21865 East Copley Drive in Diamond Bar, California. October 25, 2005: The IWG will hold an all day public meeting to hear and make recommendations regarding updates on activities pursued at Cal/EPA to accomplish objectives within the October 2004 EJ Action Plan. The IWG meeting is scheduled from 10:00 am to 3:00 pm. The meeting will be held in the Coastal Hearing Room at the Cal/EPA Headquarters Building, located at 1001 I Street, in Sacramento, California. Written updates on Cal/EPA EJ Action Plan components and the draft meeting agenda are available below. Meetings of the IWG and CEJAC are subject to the Bagley-Keene Open Meeting Act and will include opportunities for public testimony.
February 16, 2005: The IWG approved all (6) six staff proposed pilot projects with consideration of CEJAC comments received from CEJAC for Phase 2 implementation. Each of the BDOs incorporated the IWG’s approved working definitions into their pilot projects to address the complex issues of cumulative impacts and precautionary approach. Also, some of the BDOs have modified their project summaries since the April 2005.

Local Advisory Group (LAG) Meetings
November 7, 2005: ARB pilot project will hold a Local Advisory Group meeting in Wilmington at the Wilmington Senior Center, located at 1371 Eubank Street, Wilimington, California.
