Strock Calls For Partnership with Automakers on Clean Air, Outlines Ground Rules
LOS ANGELES--In a speech, which outlined the Wilson Administration's Zero Emission Vehicle (ZEV) objectives, California Secretary for Environmental Protection James M. Strock called upon automakers to join California in a partnership for cleaning the air.
"We seek to move beyond confrontation, indeed we seek the automobile industry's full cooperation in bringing the best technical and manufacturing expertise to the task of offering ZEVs to the public," Strock said.
Strock noted, Chrysler CEO Bob Eaton's recent commitment to playing a "reasonable and proportionate role" in California's air quality solution, adding:
"While we have not yet seen the results of that commitment, we accept it in good faith and urge the other automakers to follow Mr. Eaton's lead," said Strock.
Strock outlined five points which must be included in any adjustment to the ZEV rules' implementation.
- To the greatest extent possible flexibility should be provided for compliance with the rule.
- Flexibility can only be offered in the context of meeting California's commitment under its 1994 state implementation plan to provide clean air by the year 2010.
- Any alternative must provide a technology based "clean air premium" of pollution reductions significantly greater than those provided by the current regulation.
- Any flexibility in implementation must also respect the commitment of the many companies including California based companies which have invested in reliance on the current regulation.
- Implementation of the ZEV rule must include explicit consideration of the link between this environmental regulation and economic issues and opportunities.
