Joint Press Release: The Resources Agency and the California Environmental Protection Agency

SACRAMENTO--The Resources Agency and California Environmental Protection Agency (Cal/EPA) announced today that applications for the 1997 Governor's Economic and Environmental Leadership Award are now available.

"The Governor's Environmental and Economic Leadership Awards are the State's top environmental honor, recognizing organizations and projects that are addressing the increasing need to balance environmental protection with economic progress with new and innovative solutions. I encourage all to apply for these awards and to continue their efforts towards the goals and objectives set forth by the Governor's Awards Program," said Secretary for Resources Douglas P. Wheeler.

"The Governor's Environmental and Economic Leadership Awards recognize those individuals and organizations who have demonstrated a commitment to the environment which benefits all Californians," said Peter M. Rooney, Acting Secretary for Environmental Protection. "Not only are these achievements environmentally sound, but these ideas are also helping to make California the world leader in environmental protection and technology."

The awards were established by Governor Wilson in 1993 to honor outstanding achievements by organizations, individuals, and programs that successfully balance environmental protection and conservation with sustainable economic development.

The awards are presented in four categories:

  • Environmental Economic Partnerships--Efforts that foster unique cooperative approaches between the private, public and/or nonprofit sectors to achieve both environmental and economic ends.
  • Environmental Management--Pioneering efforts to integrate environmental values into sound organizational management and/or business decisions and practices.
  • Innovation--New technologies, products, services, and programs that recognize and utilize the interdependence of the environment and economic development.
  • Environmental Restoration and Rehabilitation--Exemplary efforts of maintaining or improving the ecological value of California's resources while promoting sustainable economic progress.

Message by the Governor Pete Wilson:

"Sound environmentalism is good economics. Actions taken today to clean the air, to protect our forests, or to conserve vital land and wildlife are crucial to our future economy. Similarly, by cultivating advanced, emerging technologies for the environment, we can ensure thorough protection for our natural resources and a sustainable source of good jobs for Californians."

"The Environmental and Economic Leadership Awards are designed to honor individuals, organizations, and companies whose achievements are outstanding examples of the inexorable connection between successful resource conservation, environmental protection, and economic progress."


Leadership for a New Era of Environmentalism

California is blessed with an extraordinary vastness and diversity of natural resources. From rich wetlands and surging rivers, to snow-capped mountain ranges, towering redwoods, and miles of fertile farmland, Californians have much at stake when it comes to conserving and protecting our natural heritage.

Governor Pete Wilson recognizes that stewardship and protection of our precious biological diversity and strong, sustainable economic growth are inseparable. The fundamental relationship between natural resources and ecocomics is essential to California's future and will continue to grow in importance as the state becomes more competitive globally.

Governor Wilson strongly believes that California needs to foster a permanent conservation and environmental protection ethic that fully embraces both resource conservation and sustainable economic development. A major part of building this spirit is recognizing and honoring those Californians who have demonstrated the leadership necessary to successfully bring together jobs and the environment.

In support of these efforts, Governor Wilson established The Governor's Environmental and Economic Leadership Awards in 1993. These honors are designed to acknowledge leadership in a new era of resource conservation and environmental protection. They recognize outstanding work in the fields of resource conservation and environmental protection that constructively optimizes the essential relationship of those goals with economic progress.

Previous awards have honored efforts ranging from implementing pollution prevention programs, to environmental innovations, to a Brownfields redevelopment project. The awards are presented to a minimum of two organizations, individuals, or programs in each of four categories:

  • ENVIRONMENTAL ECONOMIC PARTNERSHIPS: Efforts that foster unique cooperative approaches between the private, public and/or non-profit sectors to achieve both environmental and economic ends.
  • ENVIRONMENTAL MANAGEMENT: Pioneering efforts to integrate environmental values into sound organizational management and/or business decisions and practices.
  • INNOVATION: New technologies, products, services, and programs that recognize and utilize the interdependence of the environment and economic development.
  • ENVIRONMENTAL RESTORATION AND REHABILITATION: Exemplary  efforts of maintaining or improving the ecological value of California's resources while promoting sustainable economic progress.

Nomination Instructions

PROGRAM STATEMENT: In a concise, one-page format (not to exceed 500 words), please describe the program, individual, or organization being nominated and indicate why it should be awarded The Governor's Environmental and Economic Leadership Award. Among the questions that might be addressed in this statement are:

  • How and why was the program, organization or partnership created?
  • What are the nominee's specific environmental and economic objectives in both the short and long-term?
  • How unique or innovative is the program, organization, or partnership?
  • What measurable environmental benefits have resulted from the program, organization, or partnership?
  • What economic benefits have resulted?

Are the environmental and economic progress of the program, organization or partnership long-lasting and sustainable?

SUMMARY STATEMENT: Summarize the purpose, objectives, and accomplishments of the program, organization, or individual being nominated. The statement should not exceed 100 words and should be suitable for use in a catalog, database or brochure.

SUPPORTING MATERIALS: You may attach up to ten pages of supporting material to this application. Such material may include graphic presentations, brochures, photographs, newspaper clippings, etc. Supporting material may not be used as a substitute for the above written statements.

EXTERNAL ENDORSEMENT: Include with your application material, two letters of recommendation of the program, individual, or organization being nominated. References must be knowledgeable and familiar with the nomination.

ELIGIBILITY: The awards will be presented for activities undertaken and/or completed in 1996. The competition is open to all California residents, businesses, non-profit organizations, professional and trade associations, communities, State and local governments, and Federal agencies operating in California.

Applications must be received, not postmarked, by June 30, 1997.

SELECTION: A Selection Committee will evaluate all applications for strength in six specific areas: Results, Transferability, Environmental Impact, Resource Conservation Impact, Economic Progress, and Innovation/Uniqueness. Project scope and relativity will also be considered in the competitive weighting of nominations. Decisions of the Selection Committee are confidential and final. A nomination may be considered in a category different from that in which it is nominated. Winners will be notified by October 1, 1997.
