Cal/EPA Deputy Secretaries Appointed

SACRAMENTO -  The California Environmental Protection Agency today announced the appointment of two deputy secretaries.

Katherine Fletcher was appointed deputy secretary for external affairs, a position that oversees legislation, communications, permit assistance centers and educational programs.  Since 1990, Fletcher has served as director of state governmental relations for BKK Corporation.  Previously, she served in various positions in the California State Legislature, including ten years as chief of staff to former Assemblyman Richard Katz.  She has also been a consultant to the Planning and Conservation League Foundation and the Los Angeles Metropolitan Water District.

Fletcher, 55, of Sacramento, has been active with several organizations including the SPCA, Christmas in April, and Children's Home Society and serves as president of the Mountain Lion Foundation.

Nancy H. Sutley was appointed deputy secretary for policy and intergovernmental relations.  Sutley has served as special advisor to Cal/EPA Secretary Winston Hickox since March 1999.  From 1993 to 1999, she held several positions at the U.S. Environmental Protection Agency, most recently as senior policy advisor to the U.S. EPA's regional administrator in San Francisco.  Before that, Sutley was special assistant to U.S. EPA Administrator Carol M. Browner.

Prior to government service, Sutley held a number of policy positions in Washington, DC, working on energy and environmental issues.  She also serves on the City and County of San Francisco's Sunshine Ordinance Task Force, a body that advises the Board of Supervisors on open government issues.  Sutley, 37, of San Francisco, holds a BA from Cornell University and a Masters of Public Policy from the John F. Kennedy School of Government at Harvard University.

The California Environmental Protection Agency is comprised of six operating boards and departments that enforce California's environmental laws and regulations:  the Air Resources Board, the State Water Resources Control Board, the Integrated Waste Management Board, the Department of Toxic Substances Control, the Department of Pesticide Regulation, and the Office of Environmental Health Hazard Assessment.
