Andrea Lewis, Assistant Secretary for Quality Programs & Effectiveness Initiatives

Biography

Andrea Lewis is the California Environmental Protection Agency’s (Cal/EPA) Assistant Secretary for Quality Programs & Effectiveness Initiatives. In this role, Andrea is responsible for the agency’s initiatives related to organizational improvement, performance measurement/environmental indicators, intra-agency programs, and children’s environmental education.

Specifically, Andrea 1) co-manages the implementation of landmark children’s environmental education legislation, AB 1548 (Pavley, Chapter 665, Statutes of 2003) Education and the Environment Initiative; 2) develops, plans, and oversees the annual Governor’s Environmental and Economic Leadership Award Program in collaboration with the Governor’s Office, Resources Agency, and numerous entities; 3) co-manages Building a Results-Based Management System for Cal/EPA in collaboration with the Office of Environmental Health Hazard Assessment (OEHHA); 4) coordinates the agency’s organizational improvement activities/events with internal quality consultants and Board, Department and Office staff; and 5) leads the agency’s strategic planning implementation activities. Andrea is a formally trained facilitator and classroom trainer, skilled in the areas of process improvement, meeting planning, organizational assessment and change.

Prior to joining Cal/EPA in 1994, Andrea managed the Quality and Training Services Program of the California State Teachers’ Retirement System (CalSTRS) from 1989 to 1994 and developed CalSTRS’ quality improvement program from concept to implementation. Andrea’s managerial experience began in the California Attorney General’s Office in 1986 as Manager of Legal Support Services, overseeing approximately 500 secretarial and clerical staff in four legal offices in the State of California.

Andrea holds a Bachelor of Arts in Government-Journalism from California State University, Sacramento and a Total Quality Management Certificate from the Los Rios Community College District. Andrea and her husband, Jeff Fuller, live in Carmichael with their three Golden Retrievers, and Andrea is Vice-President of Homeward Bound Golden Retriever Rescue and co-chair of Homeward Bound’s largest, annual fundraiser Kibble & Bids™.
